Saper Vedere's public affairs SaaS.

FOLLAW indexes the corpora of public decision-making, and tracks the players who produce them and the topics that run through them. Not one more aggregator: a consultancy's tool, which our teams use on their own assignments.

Why FOLLAW

See public decisions coming, rather than suffer them.

A public affairs department spends more time building its monitoring dashboards than reading their signals. FOLLAW reverses that logic: the tool absorbs the raw data, and we hand you the signals that matter.

A public affairs file plays out on three levels at once: the corpora where the decision is written, the players who carry it, the topics that run through it. FOLLAW holds all three in one tool, and it is the first that makes the difference: without the corpora, you are commenting on a decision you have not read.

FOLLAW does not replace a public affairs consultant. It equips them. Our teams use it on every assignment, our clients use it directly to follow their file, and our partners recommend it because the data is sourced and the method traceable.

We have been developing FOLLAW for several years, with a team of developers embedded in the consultancy. It is not a side project, it is a proprietary SaaS in production, used by federations, funds, industry sectors and public affairs departments of large groups.

  • Direct link to the text on Légifrance

My follows

Every item tracked by your organisation, gathered in one place: texts, players, topics.

Players and topics, on the same corpora.

01

Players, one by one

More than 20,000 profiles of parliamentarians, ministers, cabinet members and senior civil servants, linked to their political group, their committees and their territory. Know the players before the meeting, not after.

02

Stakeholders

NGOs, professional federations, associations: their public statements enter the same monitoring as the texts. A file is never decided in the chamber alone.

03

Interest representatives

The HATVP register cross-referenced with parliamentary activity: who lobbies for what, how intensely, on which texts and with which political groups. Comparative reading by sector, full traceability.

04

Almost 1,000 topics tracked

Pre-configured topic monitoring covers the major subjects of public decision-making. You see your sector before you have written your first query.

05

Your monitoring, at your level of detail

Your keywords, your players, your texts: monitoring is configured on your scope, saved and replayed. What you follow is found in one place, from the text to the person. The corpora do not move, your reading of them does.

06

Alerts, digests, export

Alerts by email, Slack, Teams or Telegram as soon as information enters your scope. Digests for quiet reading, export of data and calendar for your own analyses.

What comes out of the tool, ready to circulate.

01

Player profile sheet

A decision-maker's portrait: terms of office, committees, public positions, votes, speeches, circle. What would have taken you three hours to assemble.

02

Territory profile

A territory and its elected officials: municipality, constituency, attached parliamentarians, local issues and public players present.

03

Meeting plan

Who to meet on a file, in what order, with what argument. The plan is built on the corpora, not on a hunch.

04

Letters to elected officials and reply tracking

A personalised letter for each recipient, sent as a campaign, with the replies received gathered in one place.

Your questions about FOLLAW.

Which corpora does FOLLAW index?

Sixteen corpora. French side: legislative files (government bills and private member's bills), amendments tabled in committee and in plenary, parliamentary questions (written, to the Government, oral without debate), minutes and transcripts of sittings, public votes, the Journal officiel de la République française, public appointments, the agendas of the National Assembly, the Senate and the executive, citizens' petitions, the HATVP register of interest representatives, territories (municipalities, mayors, prefectures and DREALs), BOAMP public procurement, reports from authorities and oversight bodies, radio and television morning shows, institutional press and the public statements of elected officials and stakeholders. European side: the European Parliament, the European Commission, the Council of the Union and the Official Journal of the European Union. Belgian side: the twelve federal, regional and community institutions, from the Chamber of Representatives to the Moniteur belge.

Does FOLLAW cover the European level?

Yes, with four dedicated corpora. The European Parliament: legislative procedures, amendments and committee reports, questions, plenary votes, directory and activity of MEPs, declared meetings. The European Commission: public consultations, work programme, delegated and implementing acts, national transposition measures, beneficiaries of funding. The Council of the Union: meetings and configurations. And the Official Journal of the Union, where adopted acts are published. The core of the scope remains French: National Assembly, Senate, Official Journal, HATVP, executive agendas and territories.

Does FOLLAW cover Belgium?

Yes, with twelve institutions. At federal level: the Chamber of Representatives, the Senate, the Moniteur belge and Justel. At regional and community level: the Vlaams Parlement, the Parliament of Wallonia, the Parliament of the Brussels-Capital Region, the Parliament of the Wallonia-Brussels Federation and the Parlament der Deutschsprachigen Gemeinschaft. In Brussels: the Francophone Brussels Parliament (COCOF), the United Assembly of the Common Community Commission (COCOM) and the Raad van de Vlaamse Gemeenschapscommissie (VGC). Texts are tracked in their original language, French, Dutch or German.

Does FOLLAW track public procurement?

Yes. Contract notices published in the Bulletin officiel des annonces des marchés publics and European contracts published in TED are collected every day, on your keywords, your territories and your exclusions. Awards and winners are captured when the notice publishes them, and recurring buyers can be tracked by name.

What does FOLLAW produce for your meetings?

A player profile sheet (terms of office, committees, public positions, votes, speeches, circle), a territory sheet, a meeting plan built on the corpora, and a personalised letter to elected officials, with the replies coming back to the same place. Data and calendar can be exported for your own analyses.

How does FOLLAW differ from other institutional monitoring platforms?

FOLLAW is a consultancy's tool: it is published by Saper Vedere, our teams use it on their own assignments, and human support helps interpret the data. You do not receive a licence, you receive a fully equipped service.

How are you alerted when a corpus changes?

By email, Slack, Teams or Telegram, as soon as information enters your scope. Digests and data export complement the real-time alerts.

Can FOLLAW be used without a consulting engagement?

Yes. FOLLAW is a standalone product. Public affairs consulting engagements come on top of it, they do not replace it. Some organisations start with the tool, others with the advice, and the two eventually meet.

Let's meet!

Let's discuss your strategic challenge. No-commitment first conversation.
