Societal intelligence:
seeing before others.

A research consultancy specialising in societal intelligence, social media monitoring and online reputation surveillance. Three inseparable angles - reputational, institutional & political, sectoral - so that no strategic signal escapes you. Not a stream drowned in data: a framework for reading and deciding. A set-up that follows the case across France, Europe and internationally, without changing method or team.

Tailor-made
per organisation

Three complementary monitoring streams, one single reading.

A reputation rarely collapses alone: it is carried by a media narrative, amplified by a political dynamic, exposed by a sector movement. Monitoring only one of these angles means missing half the signal. We combine all three so that no blind spot remains.

01 · Reputational
What is said about you

Monitor the organisation’s reputation by distinguishing voices: what consumers say about it on one side, what decision-makers, journalists, lobbies and opinion-formers say on the other. Two layers, two reading grids, two reaction timeframes.

Includes audience analysis: who is speaking, which relay community, what real weight in the conversation.

02 · Institutional & political
What challenges you

Track the documentary output and legislative impact that affect the organisation: amendments, reports, agendas, public statements. In both directions: how the world gives rise to issues that affect you, and how you yourself can weigh on the debate.

Both an opportunity (a lever of influence and positioning) and a danger (regulatory risk, political controversy).

03 · Sectoral
How your ecosystem is evolving

Look at how competitors are evolving, and above all how they position themselves: in relation to the contemporary world, to public policy, to a changing environment where the rules of the game are continually being redrawn.

The market read not as a fixed state, but as a permanent field of strategic trade-offs.

Social monitoring across seven platforms, mapping of intermediaries, coalitions and communities.

Then the human eye. Each signal is put in context, its likely trajectory analysed, a recommendation formulated. No automated reports.

Two proprietary SaaS platforms, and a human eye.

Our set-up rests on a combination of proprietary tools + human expertise, not on a pile of licences. Follaw.sv centralises institutional, parliamentary and societal monitoring in France and Europe - a panel of 20,000 key actors, 1,000 pre-set thematic queries. Connexia handles monitoring on seven major social platforms (TikTok, Instagram, X, Threads, LinkedIn, YouTube, Facebook) and maps the intermediaries, coalitions and communities that make signals resonate.

It is this coverage that makes the set-up transferable from one scope to another: Follaw follows institutions across France and Europe, Connexia listens on its seven platforms in every language. A French, European or international case is handled with the same method and the same team. We add targeted APIs when a specific need requires it (INA, specialist press, activist feeds), and we plug in your existing stack when it is solid.

The differentiator is not the tool. It lies in how our consultants read it: each signal is put in context, its likely trajectory analysed, a recommendation formulated. No automated reports, no data dumps.

Four types of signal, four protocols.

Horizon →
S1

Strategic weak signal

Slow emergence, low volume, but touching a structuring issue (forthcoming regulation, a new activist coalition, a shift in societal expectations). Protocol: qualitative tracking, quarterly opportunity note.

S2

Strategic strong signal

An established dynamic, relayed by credible actors, affecting the long-term trajectory. Protocol: societal audit, actor mapping, shift to public affairs or influence.

S3

Tactical weak signal

An isolated mention to watch, with potential to escalate. Protocol: alert threshold raised, automatic contextualisation, conditional trigger.

S4

Tactical strong signal

A live incident: bad buzz, coordinated campaign, controversial article. Protocol: immediate alert (WhatsApp/Slack), unit mobilisation, daily reporting.

Intensity →

Read narratives, don’t count mentions.

A volume spike says nothing in itself. What matters is which narrative is taking hold around your organisation, who is carrying it, and which communities are relaying it. A minority narrative carried by credible intermediaries weighs more than a passing buzz of 10,000 mentions.

We cross social listening, semantic analysis and influence graphs (Connexia) to produce a narrative reading: which are the 3-5 active narratives, with what intensity, what trajectory, what supporting arguments. You leave with a mapping that fits on a single executive-committee page.

This approach avoids the classic dashboard trap: confusing volume with stakes. Volume feeds the alert, the narrative feeds the decision.

Narrative mapping

For each of the 3 to 5 active narratives around your organisation, we provide five readings. Never a mention counter.

The narrativeWhich narrative is taking hold.
Who carries itThe actors behind it, and their real credibility.
The relaysThe communities relaying it (Connexia influence graphs).
The intensityWith what intensity, and along what trajectory.
The supportsWhich supporting arguments you have left.

All legible on a single executive-committee page.

A dedicated unit, ranked alerts.

The operational heart of our set-up is the rapid-response unit: a dedicated channel (WhatsApp, Slack, Signal or Telegram, as you prefer) that brings together all the key players in your organisation to receive alerts in real time and react in a coordinated way.

Every alert goes through human qualification before being sent to you, together with its context and a recommended action. And each one is ranked by level of importance, so that you know immediately what to handle, and when.

SLA: alert sent within a maximum of one hour of publication, Monday to Friday from 9am to 6pm. Evening and weekend activation possible during a crisis-prone sequence.

Five alert levels

A dedicated channel - WhatsApp, Slack, Signal or Telegram, as you prefer - where each alert arrives already sorted by priority.

Read nowConfirmed crisis-prone risk, immediate mobilisation.
Read within the hourA sensitive signal to handle quickly.
Read when you have timeUseful information, no urgency.
Good newsAn opportunity or positive signal to build on.
Country flagsInternational signal, if the subject is foreign.

No alert is sent raw.

Weighing a public statement
Who is speaking? With what legitimacy? To reach which community?
Quantitative indicators
  • Seasonality
  • Volume
  • Share of voice
Qualitative mapping of mobilised communities
  • Opinion leaders
  • Media relays
  • Activist coalitions
  • Institutional stakeholders

Cross-read, these indicators show where the signal is carried, by whom, and with what likely dynamic.

Tell voices apart, weigh their real impact.

Counting mentions is not enough. What matters is who is speaking, with what legitimacy, and to reach which community. A mention by a parliamentarian or an influential journalist does not weigh the same as a thousand mentions from anonymous accounts.

Our audience analyses combine the classic quantitative indicators (seasonality, volume, share of voice) with a qualitative mapping of the communities mobilised: opinion leaders, media relays, activist coalitions, institutional stakeholders. At any moment you know where the signal is carried, by whom, and with what likely dynamic.

It is this reading that lets you put things in perspective, prioritise and act - and avoid the classic dashboard trap of confusing volume with stakes.

Part of the set-up · Bio profiles
The identity card of the actors who matter.

For each actor who weighs on your subjects - journalist, elected official, analyst, NGO leader, activist voice - we produce a bio profile: who they are and where they speak from, what they say about your sector and about you, the audience they really reach, and the place they occupy in the ecosystem (intermediary, pivot, structured opponent, isolated voice). These profiles are produced from Connexia, then reviewed and completed by a consultant. They are used to decide who to contact, who to listen to, and above all who not to feed.

Three phases, a proven mechanism.

Our support is built around three phases that structure the assignment, from set-up to in-depth reporting.

  1. 01

At the start of the assignment - Set-up

Client brief, identification of sensitive subjects, priority actors, relevant platforms. Definition of alert thresholds, reporting formats and rapid-response unit channels. Client validation before launch.

  2. 02

As it happens - Real-time monitoring

Alerts sent via the rapid-response unit on the dedicated channel, ranked by urgency level. Each signal qualified, put in context and accompanied by a recommended action. Maximum lead time of one hour during working hours, with evening/weekend extension during a crisis-prone sequence.

  3. 03

Every month - Reporting and advice

A structured monitoring report (narrative summary, audience analysis, mapping of mobilised communities, areas of tension, opportunities, recommendations). A monthly steering meeting, with a contact available day to day. Regular review of scope to adapt subjects and thresholds.

Four monitoring systems in operation.

Four fields where Saper Vedere’s societal intelligence has changed the decision: the chemicals industry, construction, CAC 40 healthcare, a public study on a European figure.

01

France Chimie - Sector SIS barometer and narrative analysis

Application of the Social Impact Score methodology to the France Chimie federation: measuring how French chemistry is perceived in online conversation, and identifying the driving narratives (ecological transition, REACH, industrial sovereignty) and the communities that relay them. A quarterly reading designed for use by the federation's strategy committee.

02

UNTEC - Continuous parliamentary and sector monitoring

A combined system using Follaw.sv (parliamentary and regulatory monitoring on public procurement, public contracts and the quantity surveying profession) and Connexia (social signals and trade press). Alerts within one hour on amendments and publications with a direct impact on the profession.

03

CAC 40 healthcare company - Permanent monitoring of sensitive issues

A monitoring system calibrated around three families of risk (clinical trials, market access, allegations against an executive). Connexia runs 24/7 across seven platforms and maps health activist collectives, with a structured monthly report for the executive committee. The system has detected three weak signals that went on to become strategic issues.

04

European public figure - SIS study of Roberta Metsola

A public study applying the SIS methodology to a European institutional figure: multi-platform collection (media, X, LinkedIn, forums), semantic detection of associated narratives, multi-dimensional scoring, and Connexia mapping of the communities that relay them. It demonstrates that the method carries over to the institutional and political field.

Frequently asked questions about societal intelligence.

What is societal intelligence for a company?

Societal intelligence continuously monitors the online conversations, media positions, stakeholder moves and regulatory dynamics that affect your company or sector. The aim is to isolate weak signals before they turn into crises, and to map the narratives that build your reputation.

What is the difference between societal intelligence and social listening?

Social listening is one component of societal intelligence, limited to social media. Societal intelligence also covers the press, specialist media, institutional statements, activist movements and parliamentary activity. It is a broader reading, backed by a firm's tools and expertise.

Why outsource your societal intelligence?

Because in-house monitoring without a method produces noise. Outsourcing brings three things: proprietary tools (Follaw, Connexia), human qualification of every signal, and reporting calibrated for decision-making. You keep the industry knowledge; we bring the rigour and the signals that matter.

How long does it take to detect a weak signal?

Our real-time alerts surface a signal in under an hour (working days, 9am-6pm, extended to evenings and weekends during a crisis sequence). Every alert is qualified by a consultant, who checks its scale, its relays and its likely trajectory before making a recommendation for action.

Can you replace our current monitoring tool?

We can, but we often prefer to plug our capabilities into your existing stack: Connexia for multi-platform social listening and ecosystem mapping, Follaw for parliamentary monitoring. The tool is never the problem; the interpretation is.

How do you monitor activism against a brand?

By combining multi-platform monitoring, Connexia mapping of active collectives and human qualification of weak signals. Connexia picks up emerging mobilisations on TikTok, X, Threads and Instagram. Our consultants assess the real threat and frame the response.

Can you outsource all of your societal intelligence?

Yes, as an outsourced unit with a dedicated contact and reporting suited to your governance. The model is flexible: a permanent system, one-off monitoring of a single issue, or a reinforced unit during a crisis.

Which agency should monitor B2B online reputation?

An agency that builds its own tools, assigns a dedicated team and makes its recommendations easy to read in committee. Saper Vedere combines two in-house SaaS platforms (Follaw, Connexia), a tiered response unit and a short deliverable format.
