A public affairs consultancy: intelligence in the service of value.

Reputation + Sector + Institutional

Paris, Brussels, Europe and international, registered with the HATVP. We combine reputation, sector and institutional on a single continuum: 360 monitoring, mapping, advocacy, training, rapid response. Our proprietary tools and our eleven named methodologies are developed and maintained in-house. We launched one of the first tools for monitoring institutional documents.

Our conviction

You have to go beyond the meeting.

The parliamentary or ministerial meeting is not an end point. It is a moment in a sequence. Real influence is decided before, during and after - on a continuum that most consultancies still treat as three separate subjects.

Before

Objectivation, preparation, sequencing of contacts. The biography that matters, a calibrated argument, documented points of vigilance.

During

Command of the message, reading of weak signals. The adviser’s silence, the phrase dropped in passing, the question that comes up twice.

After

Capturing the fallout, activating intermediaries, turning it into a decision. Tracking the amendment, the ministerial briefing, the public position.

This is where real influence is decided. And this is where we differ from traditional consultancies.

Public Affairs practice·Saper Vedere
The finding

Public affairs advice can no longer be a mere meeting.

The fragmentation of decision-making, the acceleration of the PLF and PLFSS cycles, the rise of territorial issues, the challenge to organisations’ social licence: everything pushes towards new tooling. A public affairs consultancy is no longer a contact directory. It is the ability to link, in a single movement, what is said in committee, what is at stake in the constituency and what emerges on social media.

We help our clients produce documents and statements that have a complete impact, with no offline / online boundary. The strategic line carried through to the amendment. The meeting prepared with the biography that matters. The alert that arrives before the bill is tabled.

Everything pushes towards a new method.

The general public’s attention has shifted from traditional media to social media. That is now where “it happens”. And public decision-makers have already adapted.

Preamble. Digital does not replace traditional branding, PR and public affairs actions. It becomes indispensable for them to keep their impact. Without a social presence, the ministry meeting, the public statement and the media campaign lose reach - and lose their echo in the debate.
72%

of French people get their news daily via social media

Against 53% via the print press. The centre of gravity of public attention has moved. A public affairs strategy that does not invest in the conversational layer is speaking in a room that is emptying.

Over the same period, subscriptions to news accounts on YouTube and Instagram rose by 25% between 2021 and 2024. Legacy channels are losing their monopoly on framing public debate.

Face time with officials is becoming harder to obtain

Pressure from radical NGOs, stricter transparency requirements (HATVP, Transparency International), saturated agendas. Fewer quality meetings - and when a slot does come up, no second chance to deliver impact.

Key concept

Social media are a production economy where content = asset.

What is not produced does not exist. What does not circulate does not influence. For a message to carry beyond the ministry meeting or the parliamentary hearing, it must exist in a form that can be shared, quoted and indexed. Content becomes the asset that lets your public affairs strategy hold between high-level interactions.

01

Have enough assets in place

A calibrated editorial volume, formats adapted to each platform, a long-term narrative defended continuously.

+
02

That have a level of popular support

Real engagement, activated communities, identified intermediaries. Without this foundation, content stays invisible to those who decide.

+
03

But only as much as necessary to be visible and credible to political decision-makers

Not a logic of virality or a race for views. A logic of sufficient, qualitative coverage, targeted at the ecosystems legislators watch.

Whether you are seeking to influence a long-term business objective or to respond to a short-term societal crisis, the equation is now the same. Without these three ingredients combined, conventional investment (institutional lobbying, PR, events) loses 30 to 50% of its return.

Five domains, one strategic continuum.

From a fine understanding of the terrain to real-time response, our clients move along a continuum that combines reputation, sector and institutional. Each domain opens its own dedicated page, which can be browsed by a human as well as by an AI agent.

What really weighs on decisions: we know how to read it.

Public opinion is no longer a quarterly poll. It is a living, fragmented matter, traceable continuously across three layers that our proprietary platforms cover simultaneously. Each layer feeds our audits, our mapping and our strategic recommendations.

20,000profiles

Qualified influencer panel

Political figures, journalists, sector opinion leaders, researchers, NGOs. Continuous tracking of their public statements and interactions. The basis of any recommendation on intermediaries.

If you need to go beyond the panel, we map all the key actors in your ecosystem: active communities, bridges, isolates, intermediaries. Influence is measured through the Social Impact Score across the 5 spheres that decide - press, politics, economy & finance, civil society, the European bubble.

The questions our clients ask before they start.

How does Saper Vedere differ from a conventional public affairs consultancy?

In one team, we combine a detailed knowledge of how institutions work with advanced mastery of social media and analysis tools. Our methodologies are proprietary. Our platforms (Follaw.sv, Connexia) are developed in-house. We subcontract neither the analysis nor the technology.

Do you do lobbying?

We help our clients understand the ecosystem, build influence strategies and optimise their interactions with decision-makers. We scrupulously respect the HATVP framework. We do not draft amendments in place of parliamentarians, and we do not substitute ourselves for the party carrying the cause.

What is your geographical scope?

Paris, Brussels, Europe and international. We cover France (national, regional, ultra-local), the European Union (Commission, Parliament, Council, agencies, Committee of the Regions, EESC) and the international level through our partnerships.

How does a collaboration start?

A scoping meeting to align methodology, deliverable formats and timeline. Launch of the audit (regulatory, sectoral or societal, depending on the need) and a first mapping. Results presented at a strategic workshop. Annual action plan presented at the first quarterly steering committee, within 30 days of launch.

How many consultants work on a public affairs assignment?

A trio: a specialist in methodologies and in combining public affairs, influence, communications, social media and studies; a specialist in the subject of the assignment; and an operations lead in charge of delivery. A network of external experts is brought in according to the issues (parliamentarians, public-speaking trainers). A single point of contact for you.

Your issue deserves a method, not a sales meeting.

30 minutes to qualify your context, name your priorities and decide whether we are the consultancy you need.
